VCD'S who does the best quality?

First advice would be to check whether your DVD will play VCD. Not all of them will, because although it's a standard it's not always a universally supported one.

I'll nominate raretv's set. There's a lot of visual "noise" and speckle in the picture, but there's also more contrast and colour than VCD sets too. It's a transfer from a set of NTSC tapes, so it's not going to be stellar quality, but in the absence of a proper and official DVD release, it's the best available.I wonder - would it be even remotely feasible to take the soundtrack from the US show and the video info from the Japanese DVD release to combine them into one top package? A HUGE amount of work, I daresay - probably not worth the effort
